PM messaging issues - IMEI problem

I'm trying to PM to s60cert the IMEI that is giving me troubles (in order to have it deleted), without success.

I've noticed that the PM messages remain in the outbox, and are not going into the 'sent messages' folder.

Is it normal, or am I doing something wrong?

I do reply to ALL messages sent to me. Have i not responded to yours? There was only 1 instance when my inbox reached 100% which was a few weeks ago but i do try to respond to every message sent to me.
